Air regulator stuck closed ... that's my guess

Yes, give us more info on what "all the usual parts" means. Right now, I think Mr. 200 has hit it on the nose.

i HAD this problem...turns out, i had SEVERAL vaccuum leaks..(found it cause i failed emissions test)..one was the EGR line, the others were the booster line, the PCV looking (on the drivers side, so its not actually the PCV line) one, and all the little lines..oh, i cleaned my EGR also..helped a bit.and yes, its an 88 SE..problem now..is it ONLY fast idles..ick, but thats cause the Air reg. is set slightly too high, and the timing is goofed up big time!

the lil arrow tha puts the car in time is not pointing at any of the marks on the pulley. its more to the right of all of them. (looking at the engine)

You timing is advanced too far. You need to back it down to the 2nd tick mark from the right...which is 15 degrees. Thats the stock setting for ca18et.....think it's the same for ca20. I have mine slightly advanced maybe 17 degrees?? It's about a quarter way between the 15 degree mark, and the last one on the right which is 20 degrees.
