if i have a blow off valve do i need to leave the wastegate on or should i take it off ?
i was thinking of getting an electronic boost controller and i dont know how it's rigged up but i know with the manual Boost controller it's connected to the wastegate i dont know what to do

A BOV has nothing to do with the wastegate. The BOV vents pressure from the intake tract when the throttle closes so that the turbo doesn't get screwed up. A wastegate controls the actual pressure.
On the turbos on our cars (and will bolt directly to the car) you cannot remove the wastegate itself only the actuator. Then you couldn't get boost at all.

The electronic boost controller does the same job as the manual one. It limits the boost pressure the wastegate actuator sees. Allowing it to be closed so that the turbo can produce more boost. Except the manual one usually bleeds the air out of the system while the electronic one usually blocks the air until a "start boost" boost pressure and then it will start letting a bit of air through.
Does that answer your question or do you have other ones? BTW the wastegate actuator is the little gold can right by the intake side of the turbo. It will have one line for the boost signal.
They are two completely seperate components of a turbo system. Yes, you need both! The wastegate is there to keep the turbo from overspooling. It is what gives you constant boost pressure once the turbo is spooled. It does that by opening a valve so that some of the motor's exhaust bypasses the turbo. A blow off valve just keeps pressurized air from bouncing off the throttle plate and heading back upstream toward the turbo when you let off the thottle.
An electronic boost controller hooks up to the wastegate the same as a manual boost controller.
