Well i have all new brakes and rotors in the rear and my ebrake barley holds my car to a stop on my sloped drive way
i didn't really find the answer in my FSM
can i have some words and wisdom from the club-s12 gods

I searched! Need help adjusting ebrake!!!!
If you tried and adjust the e brake cable and it still doesn't hold then one or both of the cables are frozen. Try pulling the cables by hand and see if they move freely. There are after market cables and they aren't that expensive. If the cables are ok then check the calipers and the pads slides ok. If all checks out then your main cable from the handle to the "y" may have stretched.

I had a similiar problem with my car after getting new rotors and pads. The rotors had a thin film of plastic or something on them to keep them from rusting in the warehouse. After a few days of driving the car and such the e brake started to work again. I think the pads were not gripping the rotor surface very well because of the coating and the lack of wear.
